Forums can be great for developer's for learning about, promoting and building websites. However, one should look for a community which is dedicated, large, and with good forum software. From years of design and experience, these are our top 5 forum sites for a developer of any skill level.
DigitalPoint Forums
One of the largest developer forums on the internet, DigitalPoint is definitely a first when talking about development. In fact it's so big, it can hardly be called a community. It's more like a Grand Central Station. It's a hectic place with thousands of active members. And of course, with any large internet community, you get the scammers, spammers, dumbo's and trolls. So there are some limitations for new comers, but once you get established, this place is the best.

Pixel2Life Forums
A small but extremely dedicated and loyal community. This forum is more for experts and seniors than newbies. It's a veteran's forum where anything goes. Here there is more emphasis on design rather than code.
FlashKit Forums
This community is more for Flash developer's than anyone else, and a great place for newbies and seniors alike. Great advertising potential, community, and help.
SitePoint
SitePoint is more well known for its template/site marketplace, however, it's forums are also a great developer site. Here is just an average community with plenty of members. The only thing is that its rules are a bit strict, especially the fact that you are not allowed to advertise your own site except by links in your signature. Still a great place, though.

both I've used and are pretty good. talkgraphics is centered on Xara graphics software but many categories are there. designerstalk is nice, I've like it pretty much.
